Il s’agissait alors pour ces pays de s’organiser dans le cadre de l’élaboration et de la mise en œuvre de la coopération pour le développement avec la Communauté puis l’Union européenne. Cette coopération comme la composition du Groupe ACP a évolué et après le système de Lomé puis celui de Cotonou, les ACP ont commencé à s’interroger sur la dynamique de ces relations et les risques de remise en cause de l’existence même du Groupe des États ACP. Cette réflexion les a conduits à la modification de l’accord de Georgetown et à la transformation du Groupe des ACP en une Organisation des États ACP (OEACP) ayant pour objectif, au-delà des relations de partenariat avec l’Union européenne qui sont maintenues dans l’accord post-Cotonou, de réaffirmer leur volonté d’unité et de diversification de leurs partenariats, d’approfondir les relations intra-ACP et de développer des relations avec d’autres acteurs que l’Union européenne sur la scène internationale. The African, Caribbean and Pacific (ACP) Group of States, which includes several Indian Ocean countries, was created by the Georgetown Agreement of 6 June 1975. It was then, for these countries, to organize themselves within the framework of the elaboration and implementation of development cooperation with the Community and then the European Union.
