Elle relève de la dynamique territoriale des États dans un système international sans gouvernement mondial. De plus, depuis la mondialisation, l’État n’a plus le monopole des relations internationales. Celles-ci sont devenues transnationales à multiples acteurs et multiples échelles. Cependant, aujourd’hui, un tiers seulement des frontières maritimes sont délimitées alors que la mer devient la voie de la quasi-totalité du commerce mondial et une nouvelle frontière des ressources ainsi que des activités maritimes. C’est ainsi que de nouvelles conflictualités et coopérations apparaissent. Nos recherches empiriques sur la territorialisation maritime dans l’océan Indien ont pour objectif d’analyser quel processus transforme les problèmes de territorialisation maritime en enjeu de sécurité, c’est-à-dire leur sécuritisation ou non. Notre hypothèse est que la sécuritisation contribue à un processus ouvert ou fermé de régionalisation. Pour cela, nous analysons d’abord le processus de sécuritisation internationale de la territorialisation maritime puis celui de sa sécuritisation régionale. Maritime territorialization carries a paradox. It is a matter of the territorial dynamics of states in an international system without a world government. Moreover, since globalization, the State no longer has a monopoly on international relations. These have become transnational with multiple actors and multiple scales. However, today, only a third of maritime borders are demarcated, while the sea is becoming the route of almost all world trade and a new frontier of resources as well as maritime activities. This is how new conflicts and cooperation appear. Our empirical research on maritime territorialization in the Indian Ocean aims to analyze which process transforms the problems of maritime territorialization into a security issue, i.e. their securitization or not. Our hypothesis is that securitization contributes to an open or closed process of regionalization.
