      <title>Le ron maloya du Barachois, un espace musical pour le vivre-ensemble à La Réunion</title>

      <description>Du XVIIᵉ au XIXᵉ siècle, l’île de La Réunion fut une colonie française. De nos jours, étant donné les origines de son peuplement, c’est une société multiculturelle. Les clivages sociaux sont toujours existants. Cet article se propose d’explorer la notion de « vivre-ensemble » dans le contexte réunionnais, en s’appuyant sur la thèse de Zahir Liang-Ko-Yao, « Analyse des représentations sociales de la notion de “vivre-ensemble” » (2023). Ses travaux, dans une approche sociologique, éprouvent cette notion sur le territoire. Liang-Ko-Yao conclut que le vivre-ensemble local n’est pas univoque pour ses témoins. Il se décline en plusieurs représentations. Dans la modeste perspective d’élargir le travail du chercheur, nous explorons un nouveau champ d’interactions sociales : les ron maloya, notamment celui du Barachois.  Les ron maloya sont des évènements artistiques qui se tiennent partout sur l’île, ils mettent à l’honneur le maloya. Le maloya est un terme polysémique qui désigne à la fois une musique, une danse et un chant. Je discute des résultats de mes investigations menées en 2022 ; principalement de ceux du terrain « ron maloya du Barachois ». Nous explorons ici comment ce dernier est un espace musical qui contribue au vivre-ensemble insulaire. En effet, il ouvre un nouveau dialogue sur un culte auparavant tabou, pratiqué par une minorité, le servis kabaré. Dans le ron maloya du Barachois, l’altérité et la cohésion sociale sont questionnées pour le vivre-ensemble.  From the 17th to the 19th century, the island of Reunion was formerly a French colony. Today, given the origins of its population, it is a multicultural society. Also, social divisions still exist. This article aims to explore the notion of “living together” in the Reunion context, based on the thesis of Zahir Liang-Ko-Yao, “Analysis of the social representations of the notion of ‘living together’” (2023). His work, in a sociological approach, tests this notion on the territory. Liang-Ko-Yao concludes that local living together is not univocal for its witnesses. It is broken down into several representations. With the modest perspective of broadening the researcher’s work, we explore a new field of social interactions: the ron maloya, notably that of Barachois. The ron maloya are artistic events that are held throughout the island, they put maloya in the spotlight. It is a polysemic term that designates both a music, a dance and a song. I discuss the results of my investigations carried out in 2022; mainly those of the “ron maloya du Barachois” field. We explore here how the latter is a musical space that contributes to island living together. Indeed, it opens a new dialogue on a previously taboo cult, practiced by a minority, the servis kabaré. In the ron maloya du Barachois, otherness and social cohesion are questioned for living together1. </description>

      <title>Le vivre-ensemble à La Réunion à travers le modèle associatif réunionnais</title>

      <description>Cet article est issu d’un chapitre de la thèse « Analyse des représentations sociales de la notion de « vivre-ensemble » à La Réunion dans les milieux religieux, interreligieux et associatifs ». Il répond à la demande d’acte du colloque international « Le vivre-ensemble : entre utopie et réalité, le penser et le mettre en œuvre dans nos sociétés contemporaines ». La notion de vivre-ensemble est mentionnée à l’UNESCO dans le rapport Delors de 1996 dans la catégorie éducation, « Apprendre à vivre ensemble ». Ce concept émerge dans les espaces publics et médiatiques réunionnais durant les années 2000. Il est popularisé par le milieu associatif, notamment le Groupe de dialogue interreligieux de La Réunion en 2001 suite aux attentats du 11 septembre. Cette notion de « vivre-ensemble » est abordée dans un contexte de créolisation, spécifiquement dans la société réunionnaise, et pose la question des savoirs endogènes et de leurs réalités complexes. Pour aborder le sujet, nous avons choisi dans un premier temps de s’intéresser à la question du contexte réunionnais afin de comprendre l’importance des associations dans le mécanisme de la société. Puis, nous expliquerons la méthode de recueil des données et de l’analyse. Par la suite, nous exposerons les résultats, en mettant l’emphase sur les liens entre les réalités quotidiennes et la manière dont elles influent sur la perception du vivre-ensemble par les bénévoles en tant qu’acteurs de terrain.  This article follows and uses data from one chapter of the thesis “An Analysis of the Social Representations of the Reunionese Notion of “Togetherness” in Religious, Interreligious, and Associative Circles” (Liang-Ko-Yao, 2023). It answers the call to action of the international colloquium “Living Together: Between Utopia and Reality. Designing and putting it into practice in our modern societies”. Living Together was mentioned at UNESCO in the 1996 Delors report, under the “Learning to live together” education category. The concept first appeared, in Reunion Island’s public and mediatic spaces, in the 2000s. Then, following the terrorist attacks of September 11, it was popularized by the associative sphere, more notably by the Groupe de Dialogue interreligieux de La Réunion. This notion of &quot;living together&quot; is approached in a context of creolization, that of the Reunionese society, and raises the question of endogenous knowledge and its complex realities. To treat the subject, we have devised a three-part study. First, we will study La Réunion’s context to understand the weight of associations inside the Reunionese society. Secondly, we will explain our method of data-gathering and our analysis method. Lastly, we will explain the results of our analyses, i.e. how the daily realities are linked and how they influence the on-ground volunteers’ perception of the concept of “Living Together”. </description>

      <title>L’évolution du cadre juridique du Fonds social européen, facteur de cohésion sociale des régions ultrapériphériques françaises ?</title>

      <description>En dépit d’une extension tardive, à partir de 1971, de son champ d’application aux dépar­tements français d’outre-mer (DOM), précurseurs des régions ultrapériphériques (RUP), le Fonds social européen (FSE) a vu son cadre juridique d’intervention évoluer dans ses dispositions de droit commun, en droit primaire et en droit dérivé, pour être mis dans la définition de ses missions prioritaires au service du développement social des régions ultramarines françaises, incluant deux îles de l’océan Indien : La Réunion, depuis l’origine, et Mayotte, depuis le 1er janvier 2014. Bien que ces régions aient bénéficié d’un soutien préférentiel en leur qualité de régions européennes en retard de développement, le cadre juridique du FSE n’a connu, néanmoins, qu’une adaptation relative, d’ordre essentiellement quantitatif, aux graves handicaps sociaux de ces régions ; si bien que leur situation socio-économique, toujours préoccupante, appelle, aux fins d’un renforcement de leur cohésion sociale, à une réforme ambitieuse du cadre juridique du FSE, sur le fondement de l’article 349 du traité sur le fonctionnement de l’Union européenne (TFUE), dans la perspective de la politique de cohésion post-2020 en cours de négociation. Despite a late extension, from 1971, of its scope to the French overseas departments (DOM), precursors of the outermost regions (ORs), the European Social Fund (ESF) saw its framework legal intervention evolved in its provisions of common law, primary law and secondary law, to be placed in the definition of its priority missions at the service of the social development of the French overseas regions, including two islands in the Indian Ocean: Reunion, since the beginning, and Mayotte, since January 1st, 2014. Although these regions have benefited from preferential support as they are European regions whose development is lagging behind, the legal framework of the ESF has nevertheless only undergone a relative adaptation, essentially quantitative, to the serious social handicaps of these regions; so that their socio-economic situation, still worrying, calls, for the purposes of strengthening their social cohesion, for an ambitious reform of the legal framework of the ESF, on the basis of Article 349 of the Treaty of the functioning of the European Union (TFEU), with a view to the post-2020 cohesion policy currently under negotiation. </description>
